There were two issues before the Board: 1) may the temporary Deputy Juvenile Officers be included in the unit and 2) may the Supervisor Trainees be included in the unit.
No testimony was offered to indicate that the position of temporary Deputy Juvenile Officers was a temporary one. The Board concluded that the position was not temporary and should be included in the bargaining unit.
The Supervisor Trainees do the same work as the Deputy Juvenile Officers, but only take on the duties of supervisor in the absence of the unit supervisor. At best the Supervisor Trainees could be classified as Working Foremen. Therefore the Board included them in the unit.
