CWA filed a petition for all employees of the North Central County Fire Alarm System. The Board concluded that employees at grade 3 or higher were supervisory. They noted the ability to effectively recommend hiring, firing, and promotion, and the authority to assign the work force. Furthermore, they were primarily involved in supervising employees. These factors outweighed the fact that the employee to supervisor ratio was low and the fact that the supervisors often work alongside the non-supervisory employees.
