In this case the Board held that: 1) a department-wide unit was appropriate; 2) a separate unit of Security Officers was also appropriate; and 3) the Park keepers were not supervisory employees so they were eligible for inclusion in the department-wide unit.
The Board ordered elections in the department-wide unit and the Security Officer unit.
